Sorry! For those not adopting from Haiti, IBESR stands for Institut du Bien Etre Social et de Recherches. It's the Haitian government's adoption investigatory agency, which basically checks to make sure that everything having to do with the adoption is legit.
Getting into IBESR is just the next step. For most, it's the longest part of the process.
